Procurement

To support its activities during the Co-Development Phase of the Project, the Cadence Team, through Cadence Rail, selects and engages various suppliers of goods and services. The selection of these suppliers is conducted in accordance with CDPQ Infra’s Procurement Policy. Through this REOI, the Design Prime Members seek to identify and qualify organizations capable of conducting various environmental field studies (hereinafter, in each case, an « Organization » and, collectively, the « Organizations »), as briefly outlined in Section 2 « Scope of Services ».

The REOI will be followed by a Request for proposals (the « Request for proposals » or « RFP ») from Organizations that have expressed their interest in participating in the RFP process by submitting an Declaration of Interest (as defined in Section 4) within the timeframe specified in Section 5 and that have met Cadence Rail's eligibility condition regarding conflicts of interest as well as the minimum requirements set out in Section 3 below (each a « Potential Bidder » and, collectively, the « Potential Bidders»). The process of this RFP will be monitored by an independent fairness monitor from Cadence Rail.

Cadence Rail seeks, through this REOI, to identify organizations for the provision of independent design checking services to Cadence Rail (hereinafter, in each case, an « Organization » and, collectively, the « Organizations »), as briefly described in Section 2 « Scope of Services ».

The REOI will be followed by a request for proposals (the « Request for Proposals » or « RFP ») to Organizations that have expressed their interest in participating in the RFP process by submitting a Declaration of Interest (as defined in Section 4) within the timeframe specified in Section 5 and have met Cadence Rail’s eligibility conditions regarding conflicts of interest as well as the minimum requirements indicated in Section 3 below (hereinafter, in each case, a « Potential Bidder » and, collectively, the « Potential Bidders »). The procurement process for the RFP will be monitored by an independent fairness monitor from Cadence Rail.

The Independent Design Check (« IDC ») will verify that design information prepared by Cadence Rail is accurate, complete, and complies with applicable requirements, including the Project Requirement Specification (« PRS »), the System Requirements Specification (« SRS »), relevant local regulations, and applicable standards.
