Working within the Projects Vice Presidency, the incumbent is responsible for the operational management of changes that may arise during the development and delivery of the Alto program.
Key Responsibilities
Change Governance and Process Management
- Deploy, administer, and continuously improve the Alto Program change management process, ensuring alignment with the requirements of the Interface Agreements and Project Development Agreement (PDA);
- Ensure that roles, responsibilities, contractual milestones, and notification deadlines related to changes are clearly understood and respected by all teams;
- Communicate change-related issues, processes, and contractual obligations to project team members and partners;
- Contribute to training and supporting users of change management tools and procedures.
Change Identification and Assessment
- Proactively identify events and situations that may result in changes (technical, contractual, commercial, regulatory, or interface-related);
- Initiate and coordinate the preliminary change assessment process with technical, planning, estimating, risk, and cost teams;
- Record, categorize, and maintain all changes within the project’s change management system;
- Ensure the ongoing refinement of impact assessments (cost, schedule, risks, and interfaces) as change files evolve.
Contract Management and Authority Interface
- Monitor potential change notices through to final approval and closure;
- Inform stakeholders of applicable contractual deadlines (notifications, notices, responses, and decisions);
- Work closely with the Contract Administration and Commercial teams to prepare the project’s positions with respect to the Client.
Cross-Functional Coordination
- Collaborate with planners, estimators, cost controllers, risk managers, and technical leads to identify, assess, and document changes;
- Participate in project coordination meetings, interface committees, and relevant governance forums;
- Ensure appropriate information sharing with the Project Management Office (PMO) and the Monthly Progress Report team.
Reporting and Documentation
- Continuously document each change, ensuring full traceability of decisions and approvals;
- Present weekly status updates on assigned changes to PMO leadership;
- Contribute to dashboards, performance indicators, and the “Change Management” section of monthly reports and executive committee submissions;
- Anticipate, identify, and document situations that may lead to new changes or contractual disputes.
Qualifications and Requirements
Education
- Bachelor's degree in Engineering, Project Management, Business Administration, Law, or a related discipline;
- Additional training in project management, contract management, or claims management is considered an asset.
Experience
- 8 to 10 years of experience in project controls, change management, or contract management on major infrastructure projects;
- Demonstrated experience in multi-partner environments (public partnerships, consortiums, alliances, or co-development models);
- Knowledge of railway infrastructure, transportation projects, or large public infrastructure programs is considered a significant asset.

- Strong knowledge of change management, cost control, and schedule control processes;
- Proven ability to analyze impacts related to cost, schedule, risks, and interfaces;
- Strong attention to detail, document traceability, and synthesis skills;
- Excellent communication, influencing, and facilitation abilities;
- Bilingualism: proficiency in both French and English, spoken and written.
