Working within the Risk Management department, the incumbent is responsible for leading the Project’s risk management function.

The mandate is cross-functional in nature: the incumbent orchestrates all contributors to risk management, including multidisciplinary internal teams, DPM and OPM partners, and the Risk Management team, to produce a consolidated, coherent, and actionable view of program risks.

The incumbent also leads an internal risk management team and manages the relationship with external teams engaged to support the function, while serving as the day-to-day point of contact for the many users and contributors to the risk register across Project disciplines and entities.

Key Responsibilities

Cross-Functional Leadership and Interdisciplinary Coordination

  • Lead the coordination of the Risk Management function across all Project disciplines and entities, including design, operations, authorities, and external teams.
  • Ensure methodological alignment and consistency of deliverables produced by the various teams contributing to the risk register.
  • Facilitate interdisciplinary interfaces (Design, Systems, RAMS, Health and Safety, Cybersecurity, Environmental, Commercial, Procurement) and resolve areas of ambiguity between stakeholders.
  • Serve as the single point of convergence for the escalation, aggregation, and assessment of risks coming from multiple stakeholder groups.

Team Leadership and Management of External Resources

  • Lead and develop the internal Risk Management team (analysts, specialists, etc.).
  • Manage the mandate of external risk management teams, including defining deliverables, reviewing quality, setting priorities, and integrating their work into internal processes.
  • Support capability development among risk register users across disciplines and entities.
  • Organize team workload and priorities in alignment with project development milestones and governance requirements.

Stakeholder Interfaces

  • Lead the operational relationship with the Risk Management teams across Project entities to consolidate technical, operational, and interface-related risks.
  • Foster a constructive relationship and a shared understanding of risks with Client teams (Project Controls, Commercial, PMO).
  • Contribute to the preparation and facilitation of governance forums and committees.

Risk Register, Analysis, and Reporting

  • Oversee the maintenance of the risk register within Active Risk Manager, which is populated by multiple teams across the organization.
  • Supervise the production of quantitative risk analyses (QCRA, QSRA, Monte Carlo) and their integration into project cost and schedule management.

Qualifications and Experience

  • University degree in Engineering, Project Management, Business Administration, or a related field.
  • PMP, PMI-RMP, or equivalent certification (an asset).
  • 10 to 15 years of experience in project and/or risk management on major infrastructure projects, ideally in the rail or transportation sector.
  • Demonstrated experience managing multidisciplinary teams and overseeing consulting teams.
  • Experience coordinating across multiple partners in complex environments (public partnerships, consortiums, co-development arrangements).
  • Excellent command of both French and English, written and spoken.

  • Proven cross-functional leadership and ability to mobilize internal and external teams without direct reporting authority.
  • Comfortable working across multiple disciplines, organizations, and stakeholder groups.
  • Strong understanding of the contractual, technical, and operational challenges associated with major infrastructure projects.
  • Excellent communication, facilitation, and presentation skills, particularly with executive audiences.
    Strong attention to detail, commitment to traceability, and a delivery-oriented mindset with excellent synthesis skills.
