Missions/Main Duties

The GIS Project Manager supports the delivery of enterprise geographic information system (GIS) initiatives across land-focused programs. This role is ideal for a delivery-oriented professional who can coordinate technical teams, business stakeholders, and external partners to ensure high-quality outcomes across complex, multi-stream initiatives.

  • Lead the planning, coordination, and delivery of multiple concurrent GIS workstreams aligned with the organization’s land management roadmap.
  • Oversee end-to-end delivery of GIS datasets, spatial workflows, and web-based GIS products, including web layers, maps, and dashboards.
  • Manage project schedules, delivery milestones, scope, dependencies, and risks across internal teams and external vendors.
  • Monitor progress and provide clear status updates to senior stakeholders and project sponsors.
  • Provide delivery oversight for enterprise GIS platforms and spatial data integration and automation solutions.
  • Review and approve technical delivery plans, including sequencing of data integration, validation, publishing, and release activities.
  • Define acceptance criteria and ensure deliverables meet business requirements, quality standards, and operational expectations.
  • Act as the primary GIS delivery liaison between land management teams, environmental stakeholders, design teams, and external service providers.
  • Translate business needs into clear, actionable delivery plans for technical teams.
  • Ensure GIS outputs support land program objectives such as temporary easement tracking, land acquisition analysis, corridor and impact analysis, and title and ownership integration.
  • Support strong governance over parcel, property, stakeholder, and title-related data, including identifiers, traceability, and validation practices.
  • Promote scalable, repeatable, and auditable GIS delivery practices across projects..

Profile/Skills

Education: Bachelor’s degree in Geographic Information Systems, Geography, Geomatics, Engineering, Planning, Computer Science, or a related field. An equivalent combination of education and relevant experience may also be considered.

Years of experience: A minimum of 20 years of experience in GIS, spatial data, or data-driven delivery environments is required. A minimum of 5 years of experience in a Project Manager, Delivery Manager, or Program Manager capacity is also required.

Technical competencies:

  • Strong conceptual knowledge of ArcGIS Enterprise, including portal environments, web services, and enterprise geodatabases.
  • Strong understanding of spatial data integration, transformation, and automation concepts, including tools such as FME.
  • Good understanding of GIS publishing and release lifecycles across development, testing, and production environments.
  • Demonstrated experience managing enterprise GIS or spatial data initiatives in complex delivery settings.
  • Experience working within multi-vendor delivery models and coordinating contributions across several teams.
  • Familiarity with land-related programs such as property and temporary easements, land acquisition, corridor-based infrastructure projects, environmental considerations, and title or ownership reconciliation.
  • Experience in infrastructure, utilities, or transportation programs would be considered an asset.
  • Previous experience in a GIS Delivery Manager or GIS Program Lead role would be an asset.
  • Familiarity with enterprise data governance practices would be an asset.
  • Clear verbal and written communication skills, both in French and in English*
